One of the main aspects of this is the Freedom of Information Act, something that I have used myself many times in the past to access information. Indeed I have implemented a number of changes to make more information available to the public on the internet.<br><br>However for someone to leak a letter that has been sent to a public body, before the body has had an opportunity to consider the letter or respond to it, is totally inappropriate. He is not writing as a private individual going about their private business. He is writing as a government representative and therefore everything should be open and above board.
